Notice About 2024 Tax Rates
Property tax rates in Harris County Emergency Services District No. 20.
This notice concerns the 2024 property tax rates for Harris County Emergency Services District No.

  1. This notice provides information about two tax rates used in adopting the current tax year’s tax
    rate. The no-new-revenue tax rate would Impose the same amount of taxes as last year if you
    compare properties taxed in both years. In most cases, the voter-approval tax rate is the highest tax
    rate a taxing unit can adopt without holding an election. In each case, these rates are calculated by
    dividing the total amount of taxes by the current taxable value with adjustments as required by state
    law. The rates are given per $100 of property value.
    This year’s no-new-revenue tax rate $0.096471/$100
    This year’s voter-approval tax rate $0.099854/$100

    The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to
    limit the rate of growth of property taxes in the state.

PERCENT AND WILL RAISE TAXES FOR MAINTENANCE
AND OPERATIONS ON A $100,000 HOME BY
APPROXIMATELY $0.00.

ON TAX INCREASE
A tax rate of $0.100000 per $100 valuation has been proposed by the governing body of Harris County
Emergency Services District No. 20.
PROPOSED TAX RATE $0.100000 per $100
NO-NEW-REVENUE TAX RATE $0.096471 per $100
VOTER-APPROVAL TAX RATE $0.099854 per $100
DE MINIMIS RATE $0.102803 per $100
The no-new-revenue tax rate is the tax rate for the 2024 tax year that will raise the same amount of property
tax revenue for Harris County Emergency Services District No. 20 from the same properties in both the 2023
tax year and the 2024 tax year.
The voter-approval rate is the highest tax rate that Harris County Emergency Services District No. 20 may
adopt without holding an election to seek voter approval of the rate, unless the de minimis rate for Harris
County Emergency Services District No. 20 exceeds the voter-approval rate for Harris County Emergency
Services District No. 20.
The de minimis rate is the rate equal to the sum of the no-new-revenue maintenance and operations rate for
Harris County Emergency Services District No. 20, the rate that will raise $500,000, and the current debt rate
for Harris County Emergency Services District No. 20.
The proposed tax rate is greater than the no-new-revenue tax rate. This means that Harris County Emergency
Services District No. 20 is proposing to increase property taxes for the 2024 tax year.
A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON September 12, 2024 AT
6:30 PM AT Fire Station No. 44, 12820 T.C. Jester Blvd., Houston, Texas 77038.
The proposed tax rate is greater than the voter-approval tax rate but not greater than the de minimis rate and
does not exceed the rate that allows voters to petition for an election under Section 26.075, Tax Code. If
Harris County Emergency Services District No. 20 adopts the proposed tax rate, the Harris County
Emergency Services District No. 20 is not required to hold an election so that voters may accept or reject the
proposed tax rate and the qualified voters of the Harris County Emergency Services District No. 20 may not
petition the Harris County Emergency Services District No. 20 to require an election to be held to determine
whether to reduce the proposed tax rate.

Notice is hereby given pursuant to Government Codes Section 551.001, 551.054, and 551.125, as amended, that the Board of Commissioners of Harris County Emergency Services District No. 20 will meet in Regular session, open to the public, at 7:15 P.M. on Thursday, July 14th, 2022. 

The meeting will be held at the District’s Station No. 44 located at 12820 T.C. Jester Blvd., Houston, Texas, 77038.  At least three Commissioners must be physically present at the meeting to constitute a quorum. 

At this meeting, which is open to the public, the Commissioners will consider and act upon the following matters:

April 2, 2022 Special Meeting

TO:      THE BOARD OF FIRE COMMISSIONERS EMERGENCY SERVICES DISTRICT NO. 20 IN OF HARRIS COUNTY, TEXAS, AND TO ALL OTHER INTERESTED PERSONS:

A governmental body may hold an open meeting by telephone conference call or video conference if: (1) an emergency or public necessity exists within the meaning of Section 551.045 of the Texas Government Code; and (2) the convening at one location of a quorum of the governmental body is difficult or impossible. The current COVID-19 pandemic and the public proclamations by federal, state, and local governmental officials in 2020 and 2022 ordering persons to stay at home and prohibiting gatherings of people constitutes both an emergency and a public necessity. 

Notice is hereby given pursuant to the Texas Government Code the Board of Commissioners of Harris County Emergency Services District No. 20 will hold a Public Hearing, open to the public, at 9:00 A.M. on Saturday, April 2, 2022. 

The meeting will be held at the District’s Station No. 44 located at 12820 T.C. Jester Blvd., Houston, Texas, 77038.  At least three Commissioners must be physically present at the meeting to constitute a quorum. 

At this meeting, which is open to the public, the Commissioners will consider and act upon the following matters:
