Instructions For Artistic and Price Proposals
Harris County Emergency Services District No, 20 (the “District”) is accepting artistic and price proposals for the design, fabrication, and installation of a statue and base at Northwest Volunteer Fire Department Station No. 44 at 12820 TC Jester, Houston, Texas 77038. The statue and base will be placed between the flag poles in front of Station No. 44.
The statue and base in the proposal must meet the following minimum requirements:
- The statue must depict a firefighter wearing modern firefighting equipment, including (i) helmet, (ii) jacket and pants, (iii) gloves, (iv) boots, and (v) self-contained breathing apparatus (“SCBA”). The firefighter’s face should be visible, so the SCBA mask should not be worn on the firefighter’s face, and the SCBA pack should be worn on the firefighter’s back.
- The statue must depict the firefighter holding a young child. The young child’s face should be visible.
- The statue must be composed entirely of bronze with a patina finish (proposer may submit multiple options for patina finish within a single proposal) and be sealed. The finish and sealant used should be sufficient to last 3 to 5 years to protect the statue from the elements with typical cleaning and upkeep by the District before reapplication is necessary.
- The statue must be 6-to-8 feet in height and be on a 2-to-4-foot-tall stone base. A granite base is preferred but not required.
- The proposer must comply with the technical requirements and responsibilities included in the Scope of Work, below.
The proposal package submitted to the District must include the following items:
- A description of the proposed design in line with the aforementioned requirements, including the specifications of the proposed statue and base, and a drawing, miniature, or other illustrative depiction of the proposed statue and base. (40%)
- Proof of prior work of this type, or of the proposer and/or the proposer’s employees’ qualification to perform work of this type. Such proof may come in the form of evidence of prior work, statements from previous customers, relevant licenses, or any other form. The proposer shall affirm in writing that the proposer and/or their employees’ is/are qualified, duly licensed, and possesses sufficient skill and experience to complete all work described in their proposal. (10%)
- The timeframe within which the project can be completed. A specific date of completion within that timeframe shall be determined at the time the District finalizes its agreement with the selected proposer. (10%)
- A total proposal price, which includes all fees and costs for construction, transportation, delivery, installation, or any other fees or costs directly or indirectly associated with the creation and placement of the statue and base. (40%)
- A statement that employees and applicants for employment of the proposer are not and shall not be discriminated against because of race, color, religion, sex, sexual identity, gender, identity or national origin.
- A state that the proposer is in compliance with all applicable federal, state, and local laws.
The District will evaluate the proposals on a weighted basis as shown above. Notwithstanding the aforementioned requirements, the adequacy and value of any proposal to the District, regardless of the price or any other particular provision, shall be determined by the District in light of its artistic taste and satisfaction with the physical and artistic character of the proposed artistic statue installation, as well as the proposal that provides the best value to the District.
The proposers may submit a proposed contract along with their proposal package, but the final contract between the District and the winning proposer shall include, at minimum:
- Such essential terms as required by law including, the parties, the price, the work to be performed and other subject matter of the contract.
- A statement of the date by which the contract must be completed.
- A statement of the proposer’s and the District’s responsibilities.
- A procedure for change orders or additional work.
SCOPE OF WORK
The proposer shall be the sole responsible party for all matters related to the construction of the statue including sculpting, casting, pouring, application of any finish and sealant, and mounting, and the acquisition of any resources, materials, tools, equipment, or other items necessary to construct the statue.
The proposer shall be the sole responsible party for all matters related to the construction of the base of the statue including sculpting, casting, stonecutting, application of any finish and sealant, and attaching the statue to the base, and the acquisition of any resources, materials, tools, equipment, or other items necessary to construct and attach the base.
The proposer shall be the sole responsible party for all matters related to the transportation of the statue and base to site of statue and base installation.
The proposer shall be sole responsible party for the installation of the statue and base at the site of statue and base installation, including clearing the area where the base will be placed, drilling, digging, anchoring, and ensuring that no pipes, lines, cables, or other man-made subterranean features are disturbed, and the acquisition of any resources, materials, tools, equipment, or other items necessary to install the statue and base.
The proposer shall be responsible to ensure that, after installation of the statue and base at the site, the proposer leaves the site in as near of condition as the proposer found it as reasonably possible and ensures that the proposer removes all tools, equipment, refuse, detritus from the site. The proposer shall be responsible to ensure that there is no damage to the District’s property. If any property of the District was damaged or destroyed during the installation process, the proposer shall be liable to the District for the full amount of replacement or repair of such property.
